UAE Media Regulation Law 2026: What Content Creators and Expats Need to Know
The UAE’s Media Regulation Law – Federal Decree-Law No. 55 of 2023 – covers the media on all digital platforms, including social media and influencer content. The UAE Media Council is responsible for its implementation and fostering responsible and professional digital publishing.
Advertiser Permit: What Creators Need to Know
There is the possibility that people sharing promotional content on social media platforms must obtain an Advertiser Permit, if the promotion is paid or unpaid. These will be carefully checked for compliance with the policy in the registered social media account, numbered, prior to publication; and some adverts will need further approval.
The Advertiser Permit is free for residents, and available for 3 years. The renewal fee is USD 1,000 for one year from 4 years onwards. This is in addition to any commercial business or media licence he or she may need to operate the business.
What Content Is Restricted?
UAE media content standards must be adhered to by the creators. Regulatory action can be triggered on content that infringes on the existing laws, wrong values or public-interest norms. Creators need to therefore test claims, steer clear of defamatory material, and get any necessary approvals prior to publishing regulated advertisements.
Rules for Visiting Influencers
Foreign creators coming to the UAE to promote their work may be issued a UAE visiting advertiser permit, issued by a licensed advertising/talent-management firm recognised by the UAE Media Council. The permit is valid for three months and can be renewed once to obtain another three month permit. The official fee for a Visiting Advertiser Permit is 500Dhs for three months.
What Should Expats Do?
Expats who are a frequent producer of promotional activities, should review if an Advertiser Permit is required, and if a commercial or media licence applies for the promotional activity. In addition, companies must collaborate with registered creators with the proper licenses, in order to minimize compliance risks.
