Kuwait Urges Unified Global Response to Terrorism and Financing

Kuwait has requested a coordinated response to the issue of terrorism by the international community, stressing countries should adopt more coordinated efforts to break financial networks of the terror groups and eliminate institutional gaps. 

At the United Nations, Kuwait highlighted the need to adopt coordinated security policies and share knowledge and information with law enforcement agencies in order to combat modern day terrorism, through its representatives in the UN.

Kuwait Calls for Stronger International Cooperation

Kuwait still feels discredited national efforts are not enough to deal with more flexible terrorist groups. It has underscored the need for multilateral cooperation, effective intelligence sharing and joint efforts for enhanced global security. 

The country also expressed its concerns on hate speech and discriminatory behaviour against Islam, Internet-based extremist propaganda and called for educational campaigns and an effort to limit the spread of radicalization and its dangers.

Focus on Terrorist Financing Networks

Preventing terrorist financing is a key focus area of Kuwait’s strategy. The nation has appealed for more effective measures to be taken against the use of electronic money, 

Hawala networks operating in the dark and activity of extremist groups involving crypto-assets. Such steps will seek to block access to terror organisations to raise money to keep their operations running and their activities growing across borders.

Domestic Reforms Strengthen Financial Oversight

Kuwait has also worked on local legislative and institutional measures to strengthen their counter-terrorism measures. There are special prosecution routes for state security crimes, terrorism and terrorist financing which facilitate investigations and legal action on these offences, such as asset freezing where relevant. Anti-money laundering and anti-counter terror financing controls have been beefed up in banking and non-financial sectors through regulatory changes.

The country is still working closely with partners in the GCC and internationally to enhance border security and safeguard financial systems. Kuwait’s role highlights the need for continued international coordination and for good financial oversight and attempts to confront conditions that facilitate extremist networks.
