From July 1, 2026, Indian expatriates residing in the United Arab Emirates will experience considerable changes in their passport and consular services. The Passports Rules, 2026 have brought revision of Passport Fees in over 10 years according to the Ministry of External Affairs. These new rates will be applicable throughout the world so Indian missions in Abu Dhabi and Dubai will accordingly revise the charges for their passport related services.

In addition to the revised pricing, Indian consular operations in the UAE are in a major transition as the new operator now becomes Alhind Tours and Travels, replacing BLS International and SGIVS Global.

Why Are Passport Fees Increasing?

This is the first complete change in Indian Passport charges since 2012. The Ministry of External Affairs gave no specific reasons for the increase, citing merely an “upgradation in costs, digital infrastructure and enhanced security features of the passports.

The new fees are applicable for the following conditions: new birth applications completed, renewal of passports, Tatkal applications, replacement passports and a few consular certificates issued all over the globe which can be done through the Indian diplomatic missions in the UAE.

New Consular Service Provider in the UAE

The decision to revise the fees for passports comes at a time of a major restructuring of consular operations in the UAE, India. Alhind Tours and Travels LLC will officially provide passport, visa, OCI and attestation services in the Emirates starting from July, 1, 2026 onwards.

The transition will occur after regular passport issuance is suspended from June 26 to June 30, 2026, while systems are being shifted from BLS International and SGIVS Global to moving to the new integrated network.

What Changes for Applicants?

The new model Alhind has seen the opening of 16 service centres in the seven emirates, including Dubai, Abu Dhabi, Al Ain, Al UAE, Abu Dhabi City, Ras Al-Khaimah, and Sharjah. Applicants no longer need to go to different providers for different services like passport, visa, OCI and attestation services all in one place.

One another major benefit is the flat charge for services, capped at Dh19 per transaction, which will help applicants understand the finances.

New Air Suvidha 2.0 Requirement

There is an extra travel recommendation for Indian expatriates who are travelling from the UAE. The updated travel framework states that the Air Suvidha 2.0 online self-declaration form needs to be filled by an overseas visitor 24 hours prior to their arrival in India.

The recent travel and health declarations are added to the digital form. On completion, when people go through the formalities at the Indian airport, the confirmation is presented, thereby saving a lot of paper.

What Should Indian Expats Do Now?

If your next passport renewal check-in is near, it may be wise to see if you can get a passport before higher fees are in effect. Those who are travelling after July 1 should also check the list of new Alhind service centres and do proper declarations called Air Suvidha before coming out to travel.

It will be helpful to follow official updates of the Indian Embassy Abu Dhabi and Indian Consulate General Dubai to prevent any unnecessary postponement during this transition period.
