Saudi Arabia and Syria Sign Four Pacts to Expand Transport and Logistics Ties

Saudi Arabia and Syria have four bilateral agreements and MoUs in transport, aviation and logistics in Damascus. The agreements came as a result of discussions facilitated by Saudi Minister of Transport and Logistics Services Saleh Al-Jasser and his counterpart from Syria Yarub Badr.

The new framework is expected to be more geared towards modernising transport infrastructure, creating greater logistic cooperation and assisting in rehabilitating trade corridors. The agreements could also help to further strengthen the relationship between the Gulf and the rest of the Levant, particularly in facilitating cross-sector travel of people, goods and letters.

Four Agreements Cover Key Transport Sectors

The first agreement is on roads and highways, with technical studies and capacity building and regulatory coordination as key elements to cooperation. The project is intended to maintain the state of provision of Syrian road infrastructure and to improve its upgrade and modernization with respect to efficient transit of goods across the border.

A second MoU deals with the railways. It offers technical assistance and rehabilitation of the rail segments in Syria as well as forging regional connectivity for the more distant future. The plan allows for possible rail linkages between Saudi Arabia and Jordan, Syria and Türkiye.

Aviation Cooperation to Expand Connectivity

The two also inked a bilateral air transport agreement with the Syrian General Authority of Civil Aviation and Air Transport. The deal is meant to increase air travel options and commercial airline passenger throughput, while providing for more efficient air cargo alternatives.

Enhancing aviation connectivity will boost trade and tourism relations and also offer further logistics services for businesses between Saudi Arabia and Syria. It is also part of a larger ongoing initiative to restore transportation links impacted over the past several years due to infrastructure issues.

Postal Services join Logistics Framework

The fourth pact has to do with the postal sector and with logistics activities. It is signed by both the Syria Ministry of Communications and Information Technology and the Saudi Post (SPL) to ensure the cooperation between the two companies.

A modernisation of postal services can help the development of logistics in general by enhancing the logistics service provision for documents, parcels and other shipments. It also supplements the agreements pertaining to road, rail and air transport.

Potential Boost for Regional Trade

The four pacts combine to form a comprehensive development plan for key areas of cross-border connectivity. Land freight can be handled on the roads and railways to support the modernization of land-based transportation; aviation can play a greater role in passenger and cargo transport; postal cooperation can modernize smaller-scale transportation.

This cooperation in the field of infrastructure rehabilitation and technical know‐how provides a basis for Syria to rebuild transport infrastructure and reconnect commercial links.

What the Agreements Could Mean?

The special importance of the agreements is their lack of any concrete infrastructure projects, instead they are agreements of cooperation. The effects of their longer-term impacts will be dependent upon implementation, investment, and rehabilitation progress.

Yet, the Damascus accords indicate an increased interest in cooperation between Saudi Arabia and Syria in the condition and improvement of transport and logistic connections between the Gulf and the Levantine region, and from there, to others.
