GCC Houthi designation urged by Gulf ministers

The GCC Ministerial Council has urged the international community to declare the Houthi movement as a terrorist organization, due to the ongoing attacks on Saudi Arabia and threats to infrastructure and civilian life. The call was made on October 18, 2026 at council’s 168th session in Manama.

GCC Houthi designation linked to arms controls

The GCC Ministerial Council also asked for a more proactive implementation of current UN arms embargoes against the Houthis, along with the request for designation. The council also urged an end to the support that facilitates the group’s procurement of missiles and drones.

GCC Houthi designation and maritime security

By stressing the strategic role of the Red Sea, Bab al-Mandab Strait and Strait of Hormuz in global trade, the council drew attention to a significant issue.The council emphasized the importance of the Red Sea and Bab al-Mandab Strait and Strait of Hormuz in global trade. It says safeguarding the waterways for navigation and commercial shipping is an international responsibility.

GCC Houthi designation and Saudi support

The council reiterated cooperation with the Kingdom of Saudi Arabia and its right to act under the and international law in defense of their sovereignty and territories. It also endorsed a UN Security Council Presidential Statement calling on the Houthis to cease their growing attacks against the Kingdom, including on its infrastructure, and threats to commercial shipping.

The Gulf Coalition stance puts pressure on the international community to take more decisive steps against the Houthis and also makes the participation of the region more critical in the security arrangements for the preservation of global trade routes. The council likewise reaffirmed support for Yemen’s sovereignty and for leading the country towards a political solution for the conflict using dialogue and through well-established international mechanisms.
