New Dubai Shared Housing Rules Could Improve Living Conditions for Low-Income Workers

Dubai shared housing rules

The Dubai New Law No (4) of 2026 introduces new restrictions in ‘shared housing’, which are designed to enhance the conditions of low-income jobs in Dubai. The law aims to address overcrowding, unsafe partitions and informal subletting and sets the standard for the operation of residential properties as shared housing throughout the emirate.

Illegal Subletting Faces Tighter Restrictions

As part of the new plan, non-essential users of the building will no longer be able to give the “illegal” dividing of apartments, sublet loans and rent rooms or individual beds. Shared accommodation can only be leased by property owners and by licensed operating companies. The measures are designed to increase compliance in the rental market and get people to have signed tenancy contracts, providing greater accountability and safety.

Space Standards and Approved Areas Defined

There will be over 44 approved areas in Dubai, where shared housing will be allowed. Both buildings and villas have to be meant only for a single family or person. All shared bedrooms must allow for room for each student, which is at least 5 square metres plus appropriate kitchens, bathroom, dining facilities and laundry.

Compliance Period and Penalties Strengthen Safety

Property owners and operators have a one year period of regularisation applicable up to September 2027 which meets applicable municipal, civil defence and SIRA requirements. Offences will incur fines between AED 500 and AED 500,000; and penalties double if offences occur within a one year period. Regulations could promote safer industrial worker housing and decrease dangerous overcrowding and enhance living standards.
