Banned from Malls and Highways: Every Abu Dhabi E-Scooter ‘No-Go Zone’ You Need to Avoid
Electric scooters have emerged as one of Abu Dhabi’s quickest growing transport options. An economical, eco-friendly and accessible transportation solution for short distances between residential zones and planned bicycle facilities. But riding an e-scooter isn’t quite as easy as getting on one and going anywhere you choose.
The Integrated Transport Centre (ITC) has instituted new eBike rules for where they can be ridden. Riders who do not heed such warnings are in danger of being fined substantial amounts of money, impounded, and reaching extra parking fees. It’s vital to know where electric scooters are not allowed in the city when you’re commuting, delivering, or out exploring for the fun of it.
Why Does Abu Dhabi Have Restricted Riding Areas?
The rules for e-scooters in Abu Dhabi aim to enhance the safety of road usage while considering the requirements of walkers, cyclists, and those who use the new mode of micro-mobility.
Some sites have high levels of foot traffic or fast-moving vehicles, and are not suitable for a small electric vehicle. Limiting scooter mobility helps prevent injuries and create safer public areas for all.
Malls and Indoor Commercial Areas
Store icons, such as shopping malls, are one of the most significant places where e-scooters are banned.
Riding should stop immediately before accessing shopping centres, commercial buildings, supermarkets and indoor areas of commercial buildings. Proximity or riding in these establishments increases shopper safety hazards and/or the risk of intervention from security staff or authorities.
The safest solution when coming into the mall is to park in designated areas before getting in.
Highways and Major Roads
e-Scooters are banned on all high-speed roads. Scooters should not be considered for use on roads where vehicles are driving at highway speeds.
Do not use the shoulders or expressways or other restricted roadway of any highway regardless of traffic situations for riding. Anyone using an e-scooter on these roads could face severe safety hazards and fines.
Restricted Government and Sensitive Areas
E-Scooters are also banned in certain government facilities and near security-sensitive areas. Such limitations can be in force in certain government buildings, military premises, restricted premises, controlled access areas, and other restricted areas.
Farmers beware: Ignoring local warnings and signs and following security directions are not wise at all when approaching these locations.
Roads Without Dedicated Infrastructure
While e-scooters are permitted in Abu Dhabi on various designated paths, not all roads make for an ideal environment.
If there are no dedicated cycling tracks or if one is not part of an approved shared track, riders are advised to follow ITC guidance on the roads they may use. If a road is not approved for use by micro-mobility, fines could be issued for entering into inappropriate traffic lanes.
What to Do if Your Scooter is Caught?
The fines for serious laws and ordinances for e-scooters can lead to the confiscation of your scooter. The scooters that are impounded are taken to a set location where they are charged a fee every day that they are stored until they are picked up.
All remaining fines may also need to be paid prior to the rider being issued with a scooter. Police urge you to verify in TAMM and finish all formalities before retrieval can be done.

Everyone using the flourishing Abu Dhabi micro-mobility network has to follow the rules. Ride in proper locations; be vigilant to traffic changes; yield to pedestrians; adhere to posted speed and safety rules. Riders’ responsibility is ensuring that e-scooters keep growing as a convenient mode of travel within the emirate.

Will students be issued citations for riding in an “un-enclosed” area?
The fines can be issued, and scooters may be impounded and/or charges added for storage before being delivered to the owner, depending on the violation.
