Hajj Permit Rules 2026

As Saudi Arabia winds down yet another era of the 1447 AH Hajj season, many people are wondering the same thing: Without a Hajj permit, can you travel to Makkah or Jeddah?

The main ceremonies of the Hajj have now ended, and Saudi authorities are still taking extensive measures to ensure safe crowds in and around the holy shrines. Millions of pilgrims are still leaving the Kingdom and security agencies continue to monitor for the orderly movement of pilgrims during the period.

If you now have plans to leave for Silviculture, Saudi Arabia, this week, here are some things you should know that can save you from a hefty fine, or even legal ramifications, if you fail to comply.

Can You Enter Makkah Without a Hajj Permit?

For both the visitors and residents it is a clear No. Although the days of Hajj have passed, the Ministry of Interior has not yet ceased to implement the conditions of Makkah Entry Permit (Tasreeh) on all the main checkpoints approaching the holy city of Makkah.

These restrictions are likely to be in effect until mid-Dhu Al-Hijjah when pilgrims are to depart safely for their home countries and access to the holy sites prohibited. It is not the end of Hajj which guarantees travellers free movement in Makkah.

Who Is Allowed to Enter Makkah Right Now?

Entry is limited to eligible persons. The residents whose Iqama is issued from Makkah can generally enter, not otherwise. People with valid Hajj permits, seasonal work permits or valid authorisations directly to Hajj operations are also allowed to pass through checkpoints.

People who have registered their Iqama in cities like Riyadh, Jeddah, Dammam or any other region, however, are not allowed to enter Makkah without having a valid digital entry permit. The restrictions also apply to tourists or visit visas.

What Happens at Makkah Checkpoints?

Saudi forces are still running active checkpoints on high traffic roads to the holy city. Regular inspections are made of the vehicles, and permits are checked electronically using government systems. Persons wishing to travel who do not have acceptable documentation of authority to enter will likely not be allowed in at this time.

There have been numerous warnings from the authorities about the dangers of trying to circumvent them and using unofficial modes of transit. Violations carry very stiff penalties and are enforced.

Is it possible to travel without a permit for Hajj to Jeddah?

Yes. Jeddah is entirely open to holiday, business and commercial travelers. Jeddah is not inside the zone, so it is not necessary for travellers to obtain a permit to enter Jeddah in order to undertake their travels to Saudi Arabia for the Hajj.

The normal operation of hotels, business centers, tourist facilities and transportation services can be maintained through the city. Most visitors will still be able to visit Jeddah in the period following the Hajj.

Important Transit Restrictions in Jeddah

Jeddah continues to be open but there are special conditions of travel. Authorities have not completely reinstated the facility for general Umrah travel. Simply coming to Jeddah does not provide automatic means to enter Makkah for religious purposes.

Once permitted, pilgrims planning to undertake Umrah will still have to meet the necessary conditions through Nusuk. Passengers should check any new travel advisories prior to embarking on further journeys.

New Zamzam Water Rules at Jeddah Airport

Other updates impact passengers who will be flying out of King Abdulaziz International Airport. Applicants will be given stringent regulations by airlines and airport operators for the transport of Zamzam water.

At present, only passengers carrying valid pilgrimage documentation for check-in will be given access to official Zamzam Containers on their travels by international flights. Airline policies vary so travelers should check with their airline prior to arriving at the airport.

Updated Fine Structure for 2026

Saudi Arabia has substantially toughened its punishments on the issues of unapproved pilgrimage activities and violations of permits.

Unauthorized Entry into Makkah or Holy Sites

Fines of up to SAR 20,000 will be administered to travellers who enter into restricted areas without permission. Further consequences can lead to deportation and prohibition on re-entry into Saudi Arabia for up to 10 years.

Overstaying Visa Validity

Foreign visitors whose stay exceeds the tourist visas issued will be lashed with fines of up to SAR 50,000 upon their inability to complete their stays within the Kingdom. Imprisonment, deportation might also be used in severe cases.

Transporting Unauthorized Travelers

People who bring in or offer lodging to anyone else without permission can be fined up to SAR 100,000. Authorities can also seize vehicles and take legal action against them.

When will restrictions be lifted?

The Saudi government has not provided a specific day when the post Hajj ban would be removed. The access control is progressively relaxed as the final stages of the international pilgrims’ departure approach.

It is recommended for those intending to travel to Makkah to keep a close watch on the official communication from the Ministry of Interior and the Ministry of Hajj and Umrah as to fresh updates. Rights to permission continue to be in effect until then.
