Abu Dhabi ranks 1st as one of the world’s most tax-friendly cities, and Doha ranks 5th.

According to the 2025 Tax-Friendly Cities Index, Doha has been ranked as the fifth most tax-friendly city in the world by Multipolitan, a worldwide platform allowing travel, business, and asset management to be inclusive of travel and business activities. The 2025 Tax-Friendly Cities Index is included in Multipolitan’s Wealth Report 2025: The Taxed Generation. This index ranks cities in terms of how friendly they are for high-net-worth individuals (HNWIs), professionals, and businesses who want access to low tax regimes. Doha was rated due to zero personal income tax, lower than average property fees, and a clear legal framework that assists both investors and residents. Coupled with that, Doha benefits from new infrastructure and a mixed economy, which presents a stable economic environment for wealth management.

Doha now joins the others from the GCC ranked in the top five:

  •  Abu Dhabi (1st),
  •  Dubai (2nd) 
  • Singapore (3rd)
  •  Manama (4th). 

The report also identified other Gulf cities, including Kuwait City (8th), Riyadh (12th), and Muscat (17th), among the world’s top 20 tax-friendly cities. The index evaluated a total of 164 cities in terms of tax systems, tax treaties, and quality of governance. Gabrielle Reid, Head of Insights at Multipolitan, stated that taxation is a big driver in determining where wealthy people live and invest. Reid also emphasised the value of the index for families and advisors as they navigate the global tax landscape. The strides Qatar is making to diversify its economy under Vision 2030 with plans to invest in education, tech, and infrastructure keep Doha moving in a positive direction as a global hub for opportunity and wealth preservation.
