Saudi Vision 2030 UK Partnership

Saudi Arabia is further entering into an economic dimension of cooperation with the UK, following the two countries’ declaration of a lasting strategic partnership. The renewed partnership comes with the strategic backing of the UK-Saudi Strategic Partnership Council and the Saudi British Joint Business Council, with the trade, investment, innovation, and sustainable development potential serving as the focal points of the partnership.

The enhanced partnership ties in closely with Saudi Vision 2030, the Saudi government’s blueprint to diversify the Kingdom’s economy and to bring in international expertise and investment from the private sector. Both nations have been collaborating to cut bilateral trade to and from SAR 680 billion in the last decade and are now on an ambitious path to achieve SAR 30 billion for trade in annual terms by 2030.

Financial Services and Capital Markets Lead the Partnership

Financial links remain the cornerstone of the economic ties between the UK and Saudi Arabia. Although London hasn’t emerged as the new financial hub, it is still thought to be one of the world’s leading financial hubs, and the Public Investment Fund (PIF) of Saudi Arabia is considered one of the world’s largest sovereign wealth funds.

There is growing cooperation in the fields of green bonds, the capital markets, asset management and fintechs in both countries. Regulatory measures are also enabling companies to favour dual listing and enhance VC investments for innovative companies that are coming to market in new fields.

Clean Energy and Critical Minerals Gain Momentum

One of the fastest growing fields of collaboration is clean energy. Saudi Arabia’s pledge to reach zero carbon emissions by 2060 aligns with the UK’s exemplary dedication to renewable energy projects and sustainable innovations.

Collaborative projects include work in the field of green hydrogen production, for Carbon Capture, Utilisation and Storage, and for resilience in critical mineral supply chains. The partnerships should have an important role in supporting global energy transition and in generating new investment opportunities.

Infrastructure Projects Continue to Attract British Companies

It is the major British engineering, design and construction firms that continue to flock to Saudi Arabia’s mega-development projects. International expertise is in high demand for the large-scale developments, such as the NEOM, Diriyah, Qiddiya and the Red Sea Project.

The Kingdom’s Regional Headquarters Programme has also helped to attract over 52 UK companies to set up regional headquarters in the city. This is an effort to enhance Saudi Arabia’s role as a business heart of the region and stimulates long-term corporate investment.

AI and Innovation Shape the Future

Another priority of the partnership is technology and innovation. Both countries are focusing research on AI, genomics, space technologies, cyber security and advanced scientific research.

Building the future talent by cooperation between universities and innovation centers, sharing knowledge with them. Such collaborations contribute to reaching Saudi Arabia’s vision of becoming a leader in innovation and technology in the world.

Education and Healthcare Cooperation Expands

Education continues to be an important field of bilateral cooperation. Saudi Arabia has an international reputation for providing internationally recognised education to its citizens and foreigners, and this trend is continuing with the increasing number of British higher education providers and independent schools.

Healthcare partnerships are also growing, with top-notch British institutes. These programs not only enhance the health care system, but also contribute to the Kingdom’s vision 2030 of developing human resources.

Strong Investment Flows Support Long-Term Growth

Much investment is occurring on either side that delays economic ties. Since 2017, Saudi investments in the UK totaled $21.0 billion thus far, and inward foreign direct investment stock in Saudi amounted to $13.2 billion.

Fostered by improved mobility conditions and programmes in the UK for example, the Electronic Travel Authorisation programme is facilitating business travel and supporting investment and entrepreneur and business initiatives.

Looking Ahead

The UK has the potential to continue to be one of Saudi Arabia’s key strategic partners as it moves towards achieving Vision 2030. The partnership is leading to new business and investment opportunities in both countries, in various sectors including finance, clean energy, AI, infrastructure, education, and healthcare.

The new agreement signals a vision to sustainable economic development and innovation and long-term success with bold targets for trade and more private sector partnerships.
