Makkah Joint Defense Agreement Signed: What Mohammed bin Salman, Erdoğan, and Sharif Agreed On

On August 7, 2026 the crown prince Mohammed bin Salman, Turkish president Recep Tayyip Erdoğan and PM Shehbaz Sharif inked the Makkah Joint Defence Pact at Al-Safa Palace, Mecca, a major geopolitical development. The deal is a new concept of a three-way security pact between three key countries in the Middle East, South Asia and Europe.

The agreement combines the economic power of Saudi Arabia, advanced defense industry capabilities of Türkiye, and military capabilities of Pakistan. The analysts refer to the agreement as one of the largest defense/external security activities in the region in recent years.

New Collective Defense Framework

At the heart of the deal is a collective defense clause. According to this, an attack on one of the three member countries will be considered as an attack on all.

This practice is akin to collective security that exists in a number of defence pacts between nations. The aim is to step up measures to dissuade attacks on an individual member state by letting the aggressor know that three nations might coordinate a response.

Expanding Beyond Earlier Saudi-Pakistan Cooperation

The Makkah Joint Defence Agreement follows the Saudi-Pakistan Strategic Mutual Defence Agreement of September 2025. This easier and wider cooperation is extended by the addition of Türkiye.

The Agreement establishes a new “Tripartite” cooperation structure for military cooperation, strategic planning and regional security cooperation.

Defense Technology and Military Cooperation

One of the key features of the accord is also joint cooperation in the defense sector. Under the agreement, there is the intention to actively promote joint procurement, technology transfers, co-production programs, etc. between the three countries.

Türkiye will bring in its own know-how in drone technology, air and space systems, and naval technology. The Saudi investment capacity and military training experience and capabilities are the strengths of the Saudi contingent, whereas the Pakistan contingent brings its operational capabilities.

Intelligence Sharing and Coordination

The agreement also puts in place mechanisms to increase the sharing of intelligence. Security agencies from the three countries will be closer on issues relating to regional threats, terrorism, cyber threats, and new security challenges.

The pact establishes a long-term trilateral secretariat based in Saudi Arabia to work on this. This institution will be responsible for coordinating defence ministries, defence leadership and defence strategic committees.

Potential Regional Impact

The alliance should garner a lot of international spotlight. There will be a closer watch on the impact on defense cooperation, military procurement and diplomatic ties in the region as a whole.

There is focus on security and defense cooperation, though there is a potential for greater scope of technology policy development, economic cooperation, and strategic coordination at a later stage within the member states that has not been a part of the pact.
