Deafening” alarm bells over advancements in artificial intelligence should not distract us from the “grave” harm already being done by digital platforms inundated with misinformation, UN chief Antonio Guterres stressed Monday while proposing an international code of conduct.

Rapidly evolving AI tools, such as chatbots, voice cloning technology and image generators, have sparked deepening concerns across the globe over their striking ability to circulate misinformation.

Guterres expressed his support for the creation of an AI watchdog body similar to the International Atomic Energy Agency (IAEA), but noted that “only member states can create it, not the Secretariat of the United Nations.”

Digital Platforms Inundated With Misinformation

Continuing, he highlighted that while concerns over advancements in AI are deepening, they shouldn’t distract us from the negative impact digital technology has already had on the world.

The circulation of lies and hate on digital platforms is causing significant global harm, the UN chief stressed before a news conference while presenting a policy brief on the subject. This proliferation is fueling conflict and destruction, while putting democracy and human rights at risk, he added.

A Darker Side

Guterres said a “United Nations Code of Conduct for information integrity on digital platforms” was being developed ahead of the UN’s “Summit of the Future” expected to be held next year.

The code of conduct must be based on a commitment to human rights, information integrity and support for independent media, he further mentioned.

The UN chief highlighted the ability of online platforms to facilitate large-scale proliferation of disinformation to undermine scientifically established facts. He stressed the need to learn from our past mistakes, adding digital platforms were launched without sufficient awareness of the potential damage to the world.
