UAE and Germany Launch Strategic Dialogue as New Agreements Are Signed

During the state visit of UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan to Berlin, the UAE and Germany held a new Strategic Dialogue to further enhance their bilateral ties. The agreement with German Chancellor Friedrich Merz is meant to enhance cooperation in the areas of technology, energy, investment, industry and security.

The mission is to follow-up on the countries’ strategic partnership and to establish a new framework for cooperation of bilateral priorities. In addition to the Strategic Dialogue, both sides announced the launch of an UAE-German Investment Council to enhance investment cooperation.

UAE-German Investment Council to Drive New Projects

The UAE’s historic commitment of €40 billion for projects in Germany is likely to be endorsed by the new Investment Council. The package’s strategic thrusts involve artificial intelligence, digital infrastructure, and advanced industry and clean energy.

A key part of the cooperation is the development of digital infrastructure, for which planned investments could include investments in developing data centres with 1 gigawatt of capacity. In addition, Bavaria has also been targeted for substantial investments with €10 billion allocated for projects in the German state.

29 Business Agreements Signed

29 agreements and memoranda between business entities worth over €9.356 billion were also part of the strategic framework. The agreements underline the development of the role of the partnerships of private providers in improving the economic cooperation between two countries.

The agreements span multiple crucial sectors such as energy, digital infrastructure, defence, logistics and aviation. Together, they make the connection go beyond “trades” with opportunities for collaboration in new businesses.

Defence, Digital and Aviation Cooperation

Another key component to the new framework is security cooperation. The signing of a Letter of Intent for structured defence cooperation was backed by a high level defence roundtable between the two countries.

There are also agreements signed about cooperation between the police, mutual assistance and resilience of the digital infrastructure. The new aviation arrangements are designed to enhance connectivity and will give the UAE national airlines greater access to Berlin.

Broader Strategic Partnership

The Strategic Dialogue represents Abu Dhabi’s and Berlin’s attempt to establish an increasingly-linked economic and political partnership. The possibility of collaboration in the areas of AI, clean energy, advanced manufacturing and secure digital infrastructure may grow in significance to both economies.

The UAE capital’s willingness to provide investment conditions for the development and establishment of the industrial sector and future technologies opens up doors for Germany. Greater engagement with Europe’s most dynamic economy could bolster UAE’s investment presence and access to German knowledge, expertise and industry.
