Employees in the United Arab Emirates (UAE) need to subscribe to the Involuntary Loss of Employment (ILOE) insurance scheme. The ILOE Insurance Scheme has been introduced by the government of the UAE to provide temporary financial assistance and relief to employees who lost their jobs.
Under the ILOE Insurance Scheme, a person who has contributed money to insurance premium for at least 12 months will be eligible to claim financial assistance for up to 3 consecutive months per claim if they lost their job involuntarily. Cash benefits will be given to them in exchange for a monthly insurance premium paid directly by them to a pool of insurance providers. Cash benefits will be given for a maximum of three months from the date of unemployment. A person can receive up to 60% of their standard wage.
It came into effect in January this year.
Who can apply?
All UAE Nationals and Residents working in the private and public sectors need to become members of the ILOE Insurance scheme.
Who cannot apply?
- Investors or owners of companies
- Domestic helpers
- Temporary-contract workers
- People under the age of 18
How to apply for the UAE Unemployment Insurance Scheme?
Visit the ILOE website or app, which enables free sign-up for the unemployment insurance plan. Dubai Insurance company manages the ILOE Insurance Pool.
Al Ansari Exchange, leading foreign exchange and money transfer company in the UAE, also helps people to apply for the unemployment scheme. A person can visit one of the branches of Al Ansari Exchange.
A person can also subscribe to the ILOE scheme through kiosk machines. MBME Pay and uPay are the official subscription channels. Visit a nearby kiosk to apply for the insurance.
An individual can also subscribe to insurance scheme through the C3Pay app and card.
Tawjeeh or Tasheel service centres by the Ministry of Human Resources and Emiritisation (MOHRE) also helps people to enroll for the scheme.

The last date to apply for the scheme is 1 October, 2023.

What happens if you don’t apply?
If an individual does not apply to the scheme once the deadline has passed, a fine of Dh400 will be imposed.
