Qatar Law: Littering Can Bring Up to Six Months in Jail, QR10,000 Fine
Under Public Hygiene Law No. 18 of 2017, Qatar is implementing stringent measures regarding public littering and waste disposal. The Ministry of Municipality is responsible for enforcing the rules, and fines may be up to QR10,000 or 6 months in prison. The fines are intended as a way to preserve the cleanliness of public spaces and the environment in the country.
Qatar Littering Law Sets Fines for Minor Offences
Whilst some of these infractions are minor such as littering with tissue, food rubbish, paper, plastic and empty cans, this carries a QR500 fine. Spitting in parks, in roadsides or otherwise in public places is also included in the offences. Shareholders will be responsible for cleanliness of communal areas and use of designated bins.
Qatar Littering Law Covers Vehicle and Waste Disposal
Anyone who throws household items or cigarette butts out of car windows can be fined from QR1,000 to QR3,000. Household waste that is disposed of improperly and liquid run-off from households that are not into the designated municipal bin are also under the rules. The schemes cover actions that can impact on the tidiness of the streets and public sanitary facilities.
Qatar Littering Law Targets Serious Environmental Violations
The fines range from QR5,000 to QR10,000 and could also lead to incarceration in the case of more serious offences. These consist of the deposit of commercial or construction discards at an unsuitable place, effluent discharges into drainage, and the abandonment of vehicles and machinery in roadsides, car parks, using the pavements, etc.
Qatar Littering Law Allows Reconciliation Before Prosecution
As outlined in the described reconciliation procedure, the offender can pay a specific amount to the municipal inspectors before 30 days of the notification, which will leave them off any court action. In case of non-payment within the stipulated period or if serious or repeated violations are observed, the Case may be referred to the Public Prosecution. Prosecutors might sentence up to six months imprisonment and/or have to pay up to QR10,000.
