Saudi Arabia Cabinet Reshuffle: King Salman Reappoints Current Ministers Under Crown Prince
The king has appointed a new Council of Ministers under Mohammed bin Salman as part of the reorganization. The transfer maintains a policy continuity and government stability in the Kingdom direction with the same cabinet ministers as before in their current roles.
Saudi Arabia has also embarked on one of the most radical strategies in the Saudi Vision 2030 plan, which involves a host of infrastructural, investment, industrial, and economic diversification initiatives.
Why was the Cabinet Reconstituted?
The royal order is provided as per the statutory provision relating to the Council of Ministers. It is mandated by Article 9 of the Council of Ministers law that at the end of the four years of activity the council shall be reconstituted formally.
The leadership was not to replace many of the already in place ministers but instead was to stick with the ministers as they are. The strategy puts in place institutional continuity and retains strategic flexibility through changes in key regulatory and procurement entities.
New Leadership at the Capital Market Authority
There are a number of big changes that need to be highlighted, one of them is significant and that is the Capital Market Authority (CMA). The CMA has been led by a new chairman with ministerial status, Mazen bin Turki Al-Sudairi, replacing Mohammed bin Abdullah Al-Kuwaiz.
Al-Sudairi has spent many years in financial research and advisory services for government bodies including high-level positions in the financial sector of Saudi Arabia. His appointment comes on the heels of Tadawul’s ongoing growth in its capital markets and its efforts to enhance listings, debt issuance and the involvement of international investors.
Energy Minister Takes Charge of Local Content Authority
The Local Content and Government Procurement Authority (LCGPA) has another high-level turnover. Industry and Mineral Resources Minister Bandar bin Ibrahim Al-Khorayef has been replaced as chairman of the Energy Ministry’s committee by its minister Prince Abdulaziz bin Salman.
The post brings Saudi Arabia closer to linking local content to energy, industrial and infrastructure procurement. It could enhance coordination of localisation objectives with key national development projects.
What the Reshuffle Means for Vision 2030
Keeping some existing economic institutions’ leaders and replacing others implies continuity of the policies accompanied by a specific and pointed realignment of institutions.
Continuity can help businesses and investors in realizing better predictability of the Vision 2030 programmes they continue to develop.
