Pet Passengers, Saudi Arabia’s New Era in Public Transport

In a progressive move, Saudi Arabia’s Transport General Authority has unveiled a groundbreaking policy allowing passengers to bring small pets on public transport. This move is part of a comprehensive set of regulations outlining the rights and responsibilities of public transport users. However, violating these rules can incur fines of up to SR500 for 55 specified offenses.
Passengers can now bring their furry companions on board buses, trains, metros, and ships, provided they are safely secured in designated boxes. The initiative aims to enhance the travel experience for pet owners while ensuring the safety and comfort of all passengers.
The regulations cover a range of violations, including carrying items with unpleasant odors, transporting perishable foods, fare evasion, and failure to comply with the Authority and carrier’s instructions. Sleeping in restricted areas and not presenting a valid ticket upon request are also among the listed offenses.
For passengers with disabilities or limited mobility, the regulations prioritize their rights and convenience. These passengers are entitled to various services, including exemptions or reduced ticket prices. The carrier is mandated to assist passengers with disabilities during boarding and disembarking and must allow the reservation of adjacent seats for their convenience.
Passengers with visual impairments are permitted to bring approved service animals on board, with the condition that the animals do not pose a danger to others or disrupt the safety of operations. The carrier is obligated to inform passengers of alternative services if their request is refused.
The regulations extend to unforeseen circumstances such as a passenger’s death or a medical emergency during a journey. Carriers are required to seek assistance, coordinate with emergency services, take onboard rescue measures, and safeguard the passenger’s belongings until they can be handed over to family or authorities.
To ensure transparency and accessibility, the regulations emphasize providing clear information to passengers about their rights, including instructions on submitting complaints. Electronic platforms should offer readily accessible information for people with disabilities and limited mobility.
This landmark decision aligns with Saudi Arabia’s commitment to creating a safe, comfortable, and inclusive public transportation experience for all passengers. As the kingdom embraces these progressive measures, it sets a precedent for more inclusive public transport policies worldwide.
