The KAP was set in force to prohibit any and all outdoor labor activities between 11 a.m. and 4 p.m. on a daily basis from Sunday up to the end of August, as per the Administrative Decision No. 535/2015. This ban is imposed with the goal to protect workers against the scorching summer heat conditions of Kuwait, which could be detrimental to their health. 

According to Al-Otaibi, PAM’s Acting Director, surprise inspections would be carried out by inspection teams at categorized work sites while ensuring full implementation of these regulations, with companies found in violation being penalized with immediate legal action.

Its main concern is worker safety during Kuwait’s harshest summer period when outdoor temperatures become extremely hazardous. The policy is therefore intended to reschedule working times, not to lessen the working hours, so that the work can go on without adversely affecting worker welfare. 

This law is in accordance with Kuwait’s commitment toward adhering to international labor standards and has been commended by many companies in previous years. It is one of the complementary measures Kuwait has taken in the interest of workers’ health and ensuring that employers abide by safety standards.
