Is the GCC Becoming a Permanent Home for Expatriate Families?
There has been a growing interest by expatriate families to look beyond transient employment and temporary residency and considering a longer-term relationship with the GCC region.
Extended visas, visa packages, investment visas and foreign residence packages and rights to foreign property are transforming foreign residents’ future plans in the region. The transition towards permanent settlement does not, however, equate the rights of the expatriates to that of citizens, and the right to nationality is still very limited.
GCC Residency Options Create Longer-Term Stability
In some Gulf states, foreign nationals are now eligible to work under residency programmes for long periods of time, instead of the traditional system of having a designated employer-sponsorship visa.
The UAE Golden Visa provides five or ten-year renewable residency status for investors, entrepreneurs, highly-skilled individuals and in other categories. Such permits may also make it possible for its permit holders to sponsor family members, which will make education, employment and daily life more continuous for the household.
GCC Residency Options Expand Beyond Employment
The trend of longer-stays is not unique to the UAE. In Saudi Arabia, there is the Saudi Arabia Premium Residency programme, which essentially grants eligible applicants routes to permanent or fixed-term residence; in Qatar, there are laws in place allowing permanent residence despite certain legal and eligibility requirements.
These are alternative permits to the work permit but are not automatic entitlements for all expatriates. The availability of eligibility, fees and benefits varies from country to country and from one category to another.
GCC Residency Options Encourage Families to Put Down Roots
Extended annual horizons can have a significant impact on key family decisions, such as the purchase of a home, business establishment, retirement, and having children in the Gulf. The lure of Dubai, Doha and Riyadh is growing as these cities increasingly vie for international talent and funds, and property-based multiyear visas can make the decision to relocate for long periods seem more appealing.
From a family perspective, the attraction is consistency of educational environment, social interaction among fellow community members, and employment options, with the financial and qualifying requirements also being significant.
GCC Residency Options Still Fall Short of Citizenship
These amends should not be interpreted as a route to citizenship, however, since the concept of ‘long term’ residence’ does not in itself mean ‘citizen’. Nationality laws are still restrictive in GCC states and residence permits usually are not assigned the political and constitutional rights of citizenship.
Conditions exist for even permanent or resident status, and may even require maintaining eligibility. Consequently, a few expatriate families maintain their citizenship in another country and/or contingency plans outside the area.
The GCC is emerging as a more compelling option for foreigners to establish durable residency, but remains only an option for residence rights and not for wide-ranging citizenship. Legal nationality in the region is likely to become an autonomous as well as carefully guarded factor, but the region will be becoming a more familiar place for families from around the world.
