How to Complete an Emergency Passport Renewal at the Indian Consulate This Week

Due to the temporary disruption of the outsourcing of passports, thousands of Indians working overseas in the UAE are now in a state of limbo. Due to a judicial dispute regarding the new passport service provider, the Embassy of India, Abu Dhabi and the Consulate General of India, Dubai have been processing new passport applications manually from their respective Offices for the time being.

Why Are Passport Services Facing Delays?

The upheaval started when the previous-outsourced service providers, BLS International and SGIVS Global, officially rolled off the job on June 30, 2026. From July 1st, Alhind Tours and Travels LLC will assume Alhind’s role as the operator of the passport, visa and attestation services.

But, the cases filed before the Indian courts gave a ‘status quo’ order which stalled the operational handover for a temporary period. This has resulted in there being no new Indian Consular Application Centres (ICACs) so for the time being, the duty of passport services falls on the diplomatic missions.

Temporary Emergency Arrangement

Indian diplomatic missions in the UAE put in place an emergency contingency plan, in order to ensure that normal functioning of essential consular functions was not disrupted.

Applicants who need passport services must go to the Embassy in Abu Dhabi or Consulate in Dubai directly until they have the result of the legal proceedings. The appointments have been canceled for the time being and eligible applicants can come on a walk-in basis .

Who Should Apply Under the Emergency Process?

The offer is being made, for the most part, only to applicants who have a true emergency need.

Priority is being afforded to those whose passports have expired or are expiring, those who have immediate travel requirements, those who have deadlines for visa applications, medical emergencies or employment needs and any other circumstance that could result in substantial legal or personal issues.

There may be a wait for renewals which are not an urgent priority as the processing capacity is limited.

Step-by-Step Guide to Complete an Emergency Passport Renewal

Step 1: Visit the Appropriate Mission

For persons residing in the State of Abu Dhabi and the adjacent Emirates, please contact the Embassy of India, Abu Dhabi and for those living in Dubai and the Northern Emirates, please contact the Consulate General of India, Dubai.

No appointments are necessary at this moment therefore you are able to visit at the regular working hours.

Step 2: Carry All Required Documents

Before departing, make sure you take all the vital papers to be ready for delays. As the current duties of the embassy and consulate staff are being conducted by one application centre instead of more, the processing time may differ depending on the demand.

Priority emergency applications will continue to be available, and the time to get routine applications will be delayed until normal outsourced applications begin again.
