Dubai Announces New Standards to Improve Workers’ Accommodation

Dubai Municipality has strengthened comprehensive planning guidelines for workers’ accommodation as part of its efforts to enhance living conditions, safety and the quality of life in all the workers’ workforce communities in Dubai.

The standards are especially focused on providing suitable personal space, outdoor facilities and providing planning for the infrastructure, and overall quality of the residential environment of specific industrial zones.

Dubai Sets Minimum Sleeping Space Requirements

The accommodation requirements stipulate a minimum size of 3.7 metres square of sleeping area in the accommodation room for workers. The requirement aims at creating a typically defined space standard for residential facilities.

In addition to space for sleeping areas, the standards take into account the spaces for living in the apartment. Accommodation planning should ensure that there are appropriate community spaces and facilities to meet residents’ needs.

Outdoor and Recreation Areas Included

The standards are divided into gradeable outdoor spaces ranging from 0.75 meter per head to 1.5 meter per head, that should have dedicated facilities, as well as integrated facilities for recreation.

These areas are for use for physical activity, social interaction and health and vitality. Outdoor and community spaces are part of a larger strategy to think differently about housing workers requirements that goes beyond housing.

More Than 1,400 Accommodation Buildings Assessed

As part of Dubai Municipality’s assessment to aid the planning of future upgrades, over 1,417 workers’ accommodation buildings have been surveyed and assessed.

Assessments ranging from structural efficiency, pedestrian movement, safety systems and surrounding logistics. The data assists authorities with information to help plan infrastructure in industrial and workforce areas.

Unified Database Supports Urban Planning

Dubai Municipality has also adopted the following steps to reinforce data-driven planning and compliance monitoring for worker’s accommodation; they adopted an integrated government database.

The system can be used to monitor and keep track of accommodation data and can be leveraged by authorities in planning infrastructure investments and improvements in industrial areas based on available data.

19 Model Facilities Receive Classifications

The project includes the identification of nineteen model accommodation facilities which are classified based on their performance. There are three Platinum, nine Gold and seven Silver facilities.

The recognition offers benchmarks for accommodation operators and identifies those which are better equipped in terms of the demands of the recognition framework.

What the New Standards Mean for Employers?

The standards emphasise that employers and accommodation operators should review residential capacity, outdoor space, and recreational facilities and supporting infrastructure.

An emphasis on quantifiable space needs and a formal evaluation also offers more guidance for the planning and ongoing management of the future workforce housing in Dubai’s industrial and economic communities.
