UAE Sets Five-Car Limit for Residents, Lowers E-Scooter Permit Age to 15
The Cabinet Decision No. 174 of 2026 will confer a number of key changes in relation to the traffic laws of the UAE from January 1, 2027. The updated rules set a maximum number of vehicles individual residents can register and standardise the minimum age for e-scooter and other micro-mobility permits. These measures are designed for the purpose of improving the safety of road transport and arranging urban transport.
UAE Traffic Rules Introduce a Five Vehicle Registration Cap
According to Article 89 of the executive regulations, a single person will be able to register only five cars in his name. The standard provisions apply to up to two vehicles, a third, a fourth and 5th vehicle will incur additional fees when renewed. This cap is for resident residents, as opposed to commercial or corporate fleets.
UAE Traffic Rules Set Additional Vehicle Fees
The new fee system makes a distinction between those who elect to register vehicles for their personal use at the standard rate and those who wish to register a third, fourth or fifth car and pay the additional fees.
The 3rd, 4th and 5th vehicles will be charged at a surcharge rate. The rule thus imposes a fixed cap on the number of personal vehicles that can be registered, and increases charges for those with or want to retain greater numbers of cars.
UAE Traffic Rules Lower the E Scooter Permit Age
The applications for e-scooters, e-bikes and mopeds will open on 1st January 2027 for anyone aged 15 and older. The change levels the playing field for these categories of personal mobility to a minimum age. To ride these cars, an acceptable ridership permit must be issued that lasts for 3 years.
UAE Traffic Rules Strengthen Micro Mobility Safety
Riders are required to adhere to the permit conditions, wear the appropriate safety clothing including helmets and ride on clearly marked cycle tracks and routes or designated low speed zones.
All the rules are designed to make PMDs safer and more integrated to urban transportation. To ensure that residents are aware of the needs and requirements prior to regulations coming into effect in 2027.
