What the UAE’s Role Means for the Trans-Afghan Railway Project?
The UAE has signed up to work on the proposed Central Asia–South Asia (CASA) railway corridor with Kazakhstan and Uzbekistan, which will form a new framework for analysing the development of a rail link that passes through Afghanistan to reach the ports of Pakistan. On 30th September 2026, the three countries signed a MOU on technical, economic and financial aspects of the project.
What Is the Trans-Afghan Railway Project?
The CASA project aims to link Kazakhstan and Uzbekistan with Pakistan through Afghanistan, as an extension that could provide a new pathway for economic access for landlocked economies of Central Asian countries to the Arabian Sea. The proposed corridor will facilitate the international transportation of goods and deepen the trade, logistics and investment bond between the Central and South Asian regions.
The corridor can be expanded up to 10 million tonnes of cargo volume towards the Pakistani ports of Karachi and Gwadar, Kazakhstan officials have said. The latest memorandum, however, has nothing to do with a final commitment to construction or even a definite timetable for operation.
Why Is the UAE Involved?
The UAE’s focus is the experience gained in transport infrastructure projects, logistics and large-scale investments. The UAE has experience in projects developing international logistics and infrastructure investments, Kazakhstan and Uzbekistan have extensive infrastructure and railway networks.
The memorandum provides for technical and economic studies, analytical assessments and examination of the infrastructure required for the corridor. The three are discussing the establishment of a common cross-sectoral workgroup to discuss technical, economic and financial issues and plan potential mechanisms for implementation.
Potential Impact on Regional Trade
The railway could, if realized, open up another path to international maritime markets for the Central Asian exporters. It may facilitate the transportation of goods, commodities, military or civilian manufactured goods and other cargoes between Central Asia and South Asia and increase the transportation volume along the way.
UAE may get opportunities of involvement with new trade corridors between Central Asian countries and Afghanistan and Pakistan if its infosec and transport capabilities are put to use. The project therefore integrates land-based freight systems with maritime gateways that are further south.
Investment Opportunities and Challenges
The UAE’s participation may play a key role in bringing feasibility, finance and logistics facilities to the proposed railway in its vicinity to the fore as commercial topics. Previously, there have been significant differences in estimates for the larger-scale project, in 2026 Uzbekistan reported that construction is now estimated to cost more than $7 billion.
But there are certainly huge troubles that need to be resolved prior to construction getting underway. These encompass finance, security along the Afghan route, and technical standards and coordination among involved countries. Existing agreements are still in the feasibility and the project preparation status, rather than for full implementation projects.
What Comes Next?
The first priority is to do technical and economic evaluations and decide on the commercial and financial viability of the proposed infrastructure. A meeting that is set up by committee would be able to facilitate these studies and to establish potential implementation structures.
The progress of the feasibility process, and then the funding, construction, routing and operational decisions that follow, will effectively dictate the pace of the transition of the CASA corridor from a regional connectivity proposal to implementation.
