How Qatari Citizens Can Apply for Housing & Social Security Online
For Qataris, the welfare system is one of the most comprehensive in the Gulf, not only with pensions and disability benefits, but with free or subsidised housing — and for many of these, it’s no longer about paper and face-to-face paperwork. If you are a citizen who is seeking and applying for these benefits for the first time, renewing an existing benefit, or simply don’t know where they take place or how they are done, here’s the answer.
The Government Bodies Behind These Services
There are two entities behind most of what Qataris have the right to. The Ministry of Social Development and Family (MSDF) delivers services related to social security to eligible beneficiaries, and is tasked with making policy proposals and implementing policies relating to housing (MSDF). All applications and information for both areas are then consolidated on Qatar’s unified digital platform for all government services, known as Hukoomi, the official e-government portal of Qatar (Hukoomi).
Applying for Social Security Support
The social security pension is provided for certain categories of citizens such as widows, divorcees, orphans, persons with disabilities, the elderly, families of prisoners and others, and the amount of the pension is determined by Cabinet resolution. People in these categories can apply formally for the pension by use of the online service of MSDF without going to a ministry office, and Hukoomi also has a service for citizens to enquire about the status of existing social security documents.
To apply:
- Check the MSDF services page or the services listing of the concerned Hukoomi service.
- Choose from the list of categories (widow, disabled, orphan, elderly, etc.).
- Provide necessary personal and family information as requested.
- Check the application status directly in MSDF or through the Hukoomi portal.
Applying for Housing Support
Housing assistance for citizens (Hukoomi Housing Services) includes rental support, property registration, and other real estate guidance for citizens; these services are considered to be part of the housing and property category, which is dedicated to the housing of citizens and is given using the criteria provided in this category in eligible cases. As housing policy is one of MSDF’s main responsibilities, an application for housing-related social support may be handled simultaneously on both platforms, depending on the category of the social support.
Using the Hukoomi and Metrash2 Apps
In addition to the web portal, Hukoomi has an official Mobile App that enables citizens to search all of Qatar’s e-services, check the status of applications, locate service centres, and submit feedback or complaints directly from their phones. The Ministry of Interior’s Metrash2 is a popular app in Qatar for nationals to use with Hukoomi for identity-related government actions, such as updating information with applications. Hukoomi is supported through its call centre 109 (in Qatar) or through e-mail: [email protected]
Important Reminder for Applicants
The type of social security or housing benefit for which someone is applying may have different eligibility categories and require further documentation, and multiple government bodies may be involved in processing the application even if it is initiated on a single portal. Citizens are encouraged to verify the correct category to which they belong, and to prepare the necessary documents to verify their family and identity before submitting an application, to prevent delays in the verification process.
