Kuwait Introduces Stricter Bank Checks to Protect Workers’ Salaries

Kuwait Salary Checks

The Central Bank of Kuwait has issued instructions to local banks to tighten their scrutiny of the private-sector salary accounts to safeguard employees’ salaries and ensure that they are not manipulated. Banks will access six-months’ worth of transaction history if they have a suspicion of payroll activity. The actions are intended to make sure that wages are received by workers and in their hands.

Kuwait Salary Checks Target Fictitious Wage Practices

The instructions help shore up the Kuwait Wage Payment System, catching instances in which wages may be deposited to workers’ accounts but retrieved by the employers’ under pressure or for some unspecified reason.

The banks need to review account usage and activity against a client’s expected spending habits and investigate whether there are any relationships between a bank’s employees and employers, as well as any related third parties.

Kuwait Salary Checks Define Suspicious Transactions

Any amount above 50% of a taxpayer’s salary paid back to the employer within 72 hours of being deposited will trigger a red flag from the banks. Other factors can be 80% of wages spent in withdrawals or transfers in 72 hours in at least 2 wage cycles in a row. Similarly, if groups of workers are carrying out similar tasks and having a bank card or credentials then it will be noticed.

Kuwait Salary Checks Protect Workers’ Access to Wages

The Central Bank Kuwait explained that it would be a misuse to conclude, without any doubt, that this is wrongdoing when an entire salary is taken in cash. Banks simply will not be seen to delay in collecting salary or refuse access to bank funds unless it is legally permitted due to mere suspicion. These are designed to help shield employees from risk, but let them keep control of earnings.

Kuwait Salary Checks Require Stronger Authentication

The framework also contains further authentication for transactions, including second factors such as optical facial identification and one-time passwords for predefined salary accounts and/or amounts. The technical and compliance work and supervisory reporting, both of which banks are required to do, are all of importance in order to show compliance with the new requirements.
