Digital Dubai has made history by launching the world’s first AI-powered virtual Emirati family, bridging the gap between data-driven technology and local culture to change how government service providers engage with citizens. The initiative aims to make smart services easier to understand and interact with by sending messages to residents in a friendly, human-like tone through animated family characters.
The campaign was launched by presenting the first character, a young Emirati girl . Residents could vote on her name – Dubai, Mira, or Latifa – and engage with the character in some way. She will soon be joined by her AI-generated father, mother, and brother to complete the virtual family. This AI family will be used on social media and public-facing platforms to share updates about Dubai’s digital services in many languages. Their goal is twofold: to make digital literacy fun and entertaining and to shape civic communication to be relatable and tangible to people of all ages, particularly the younger, more digitally literate populations of Dubai.

As Digital Dubai states, the characters are intended to draw from Emirati identity and values while working to support the emirate’s vision for a people-focused digital future. Additionally, they position Dubai as a global leader in the humanization of AI for governmental and community engagement.
This initiative is more than a technology project, it is a cultural shift and will demonstrate how we can use digital tools to behave in an emotionally engaging way with citizens.
