United Nations Secretary-General António Guterres said that the World Radiocommunication Conference, “is a testament to the power of international cooperation in tackling global challenges.” In the message delivered on his behalf, Guterres added, “Radio frequencies, whether on Earth or in space, form the backbone of advanced communications for all of humanity. From education to healthcare, from agriculture to climate monitoring, expanding radiocommunication services and bridging the digital divide is key to reducing inequalities and advancing the Sustainable Development Goals.” 

1. Space-Based Radiocommunications: Delegates deliberated on the regulatory frameworks for satellite communications, addressing the increasing demand for global connectivity through space-based technologies.

2. Maritime Radiocommunications: Recognizing the critical role of the seas in global trade and communications, WRC-23 focused on optimizing maritime radiocommunications for safety, navigation, and efficient maritime operations.

3. Terrestrial Networks: As the world moves towards 5G and beyond, discussions at WRC-23 delved into the allocation of radio-frequency spectrum to accommodate the growing demand for terrestrial networks and support the deployment of advanced technologies.

  • Finding new frequency ranges to support the development of International Mobile Telecommunications (IMT) and the deployment of wireless networks worldwide, including the utilisation of high-altitude platform stations as IMT base stations.
  • Enhancements to the global regulatory structure pertaining to satellites in geostationary orbit (GSO) and non-GSO orbit (NGSO), with the aim of ensuring fair access for all nations.
  • Utilising satellite technologies to provide broadband services can enhance connectivity, especially in isolated locations.
  • New spectrum to improve radiocommunications in the aviation industry, including satellite services, and to make it easier to use Earth exploration and space research satellite services for scientific missions such as weather forecasting and climate monitoring.
  • The Global Maritime Distress and Safety System (GMDSS) is being updated.
  • the legal framework governing the use of moving earth stations aboard ships and aeroplanes to communicate with NGSO and GSO satellites.
  • The future of the ultra-high frequency (UHF) broadcasting band, which has an impact on public safety, disaster relief, television programming, and special events.

The ITU Radiocommunication Assembly convened in Dubai from November 13–17 to determine the composition, protocols, and agenda of the ITU radiocommunication sector, taking place prior to WRC-23.

WRC-23 is anticipated to draw 4,000 participants in total, including observers from international organisations, equipment manufacturers, network operators, and industry forums, as well as representatives of ITU Member States and the ITU radiocommunication sector.

With a focus on space, sea, and land-based radiocommunications, the conference addresses critical challenges and sets the stage for technological advancements.
