Qatar is hosting a global effort to redefine humanitarian standards

The Doha Forum and the Global Humanitarian Forum jointly convened a high-level panel discussion in the UK Parliament in London, in order to discuss the role of ethical frameworks in humanitarian diplomacy. The discussion session satellites to the challenges humanitarianism is facing in an increasingly fragmented world, in particular, political polarization, complex crises, and falling trust.

The session was moderated by Dr. Fatiha Serour, Director of Programs at the Global Humanitarian Forum, and discussed the need for neutrality, fair partnerships, and strong commitment to international humanitarian law.  

Maha Al Kuwari, General Manager of the Doha Forum,  noted that humanitarian diplomacy has to change with the changing world we live in. She asked whether a global code of ethics could promote fair and effective humanitarian response and stressed Qatar’s commitment to principled neutrality and all-inclusive dialogue. The event also opened a global consultation process for a humanitarian charter. Feraye Ozfescioglu, CEO of the Global Humanitarian Forum, described the charter process as an important step toward creating a future of justice and compassion and a world based on our shared humanity.

The panel discussion is a precursor to the Doha Forum 2025, taking place on December 6-7, 2025, where global leaders and participants will gather to discuss critical issues under the theme “Justice in Action: Beyond Promises to Progress.
