canada and uae conclude free trade negotiations

The UAE and Canada have finished their negotiations on the Comprehensive Economic Partnership Agreement (CEPA), a milestone toward the economic relationship between the two countries. Once the deal is in force and ratified, it is likely to facilitate trade between the two countries, boost market access for businesses and create new job opportunities.

Two weeks after both nations began talks, the end of the negotiations reflected a similar drive to strengthen economic cooperation and tap into expanding commercial ties.

New Chapter in Canada-UAE Trade Relations

The proposed CEPA is to lower tariffs, streamline customs operations and eliminate non-tariff barriers to ease trade for businesses to conduct cross-border trade. It also seeks to increase transparency, ease investments and offer more security to businesses in both markets.

The partnership is meant to further demonstrate the increased economic ties the UAE and Canada have developed, which has made the UAE one of Canada’s largest trading partners in the Middle East, government officials say.

Faster Access to a Growing Market

The UAE is a significant trade, logistics, finance and innovation center for the region. Under this agreement, Canadian exporters will be provided greater access to the Middle East’s largest and quickest growing economy.

The agreement promises to be helpful to businesses because:

  • Reducing and removing duties on a broad variety of merchandise.
  • Smoothing customs/border clearance.
  • Minimising unwarranted regulatory impediments.
  • Enhancing the availability of goods and services.
  • Promoting development of cross-border investment.

The measures aim to facilitate the competitiveness of the Canadian companies in the UAE and create greater opportunities for Emirati companies wishing to expand in Canada.

Key Industries Expected to Benefit

The agreement will create fertile prospects for development in Aerospace, Agriculture and agri-food, Seafood, Clean technology, Engineering and infrastructure, Digital services, Advanced manufacturing, and Professional and financial services.

The trade pact is likely to benefit small and medium-sized businesses (SMEs) by helping to open international markets up to them and limiting administrative hurdles.

Growing Trade Between Canada and the UAE

Over the last 10 years, there has been a gradual increase in Canada-UAE economic relations. Bilateral merchandise trade also saw virtually a threefold growth to C$3.5 billion in 2025, and services trade has also kept growing.

The UAE is a key entry point for Canadian companies looking to access markets in the Middle East, Africa and South Asia. Meanwhile, Canadian counterparts are also drawing investments from the Emirati companies in a variety of sectors like transportation, technology, renewable energy and infrastructure.

Supporting Canada’s Trade Diversification Strategy

The agreement is part of Canada’s overall initiative to enter into multiple market diversifications and reduce reliance on any specific export market. Canada is strengthening its trade connections with rapidly growing global economies to new heights both for the sake of enhancing opportunities for exporters and boosting supply chain resilience.

The UAE welcomes the agreement as a cornerstone for its goal to connect the country’s existing economy and business models with the top markets of the world, strengthening the UAE as a global trade and investment hub.

Outlook

The negotiations’ completion marks a significant progress for a more robust economic relationship between Canada and UAE. The agreement is supposed to promote long-term economic development, open up new business opportunities and intensify commercial cooperation between the two countries by facilitating each other’s trade and reducing trade barriers.

While both governments are working towards finalizing the agreement, businesses in Canada and the UAE will keep an eye on its implementation and the prospects it offers for access to new markets, investment and innovations.
