Abu Dhabi National Energy Company PJSC (TAQA) has issued $750 million over five years through its Blue Bond program, which is a significant step towards sustainable finance in the Gulf region. The money raised will help fund water and wastewater projects in the UAE eligible to receive funding.

It is important as it gives water security a direct connection with capital-market financing, a pressing need in affected countries that are suffering from high temperatures and a scarcity of freshwater resources, coupled with an increased demand for regular and secure water supply.

A First for the GCC’s Government-Related Entities

TAQA’s deal is set to be the first “government related entity” (GRE) to issue a “blue bond”. It is also termed the world’s biggest “one-stop” power and water company as one of the first Blue Bond issues by an integrated power and water company.

The issue also marks the largest issue of Blue Bonds ever in the part of the world known as Europe, Middle East and Africa. The key milestones reflect the expanding contribution of companies based in the Gulf to the growing required contribution of developing innovative sustainable-finance markets.

Key Details of the TAQA Bond

The structure of the five-year instrument is a senior unsecured private placement with a 5.125% rate of interest. The bank Standard Chartered was the sole placement agent.

The securities are issued on The London Stock Exchange’s International Securities Market. TAQA’s ratings are Aa3 by Moody’s and AA by Fitch, all providing financial strength and stability for investors.

Where Will the Money Be Invested?

All funds will be used to finance and/or refinance projects as part of TAQA’s enlarged Green and Blue Finance Framework. One of the key areas will involve optimising sustainability and efficiency of water infrastructure in the UAE.

The investment areas encompass reverse osmosis desalination, among which one would be those that are less energy intensive than thermal desalination technologies. Water transmission networks and water storage facilities and infrastructure to enhance long-term water supply resiliency will also be supported.

Expanding Wastewater Recycling

Further wastewater recycling and reuse projects will be supported by TAQA. The use of recycled water can be used to supply alternative water to irrigate agricultural and industrial uses, while diverting potable water away from these uses.

This will pave the way for a more circular water economy in UAE as part of the unused or treated wastewater for reuse instead of having to use all of the newly produced freshwater.

TAQA’s Growing Sustainable Finance Strategy

The Blue Bond is part of TAQA’s Environmental, Social and Governance (ESG) financing approach. Since it put in place its sustainable-finance guidelines, the company has sold $2.6 billion in green and blue-labelled bonds.

The company has also invested almost $10 billion in energy-transitions initiatives that enable its 2030 agenda for sustainable and profitable growth.

TAQA has just funded another project that underscores the possibilities of financing sustainable, critical infrastructure, aligned with environmental goals.
