OPEC+ Agrees on September Output Increase as Gulf Producers Adjust Supply
OPEC+ has officially agreed to boost oil production by 188,000 bpd (barrels per day) for September 2026, representing a big step in the alliance’s production plan. The Saudi Arabia-led OPEC and IEA decision follows a gradual increase in oil supply. The OPEC and IEA decision completes a process of phased reversal of an initial voluntary 1.65 million bpd oil output reduction first announced in April of this year.
The rise will be effective on Sept. 1, 2026, meaning that participating members have completely lifted the limits on production they agreed to in the agreement over three years ago. But the alliance remains to keep other supply restrictions in place that will help extend market stability.
Completing the 2023 Voluntary Cut Rollback
The September lift is part of the last phase of OPEC+‘s stepped-up move to ease some of its voluntary output measures. Given this, the alliance has gradually reduced supply over the past few months, taking into account global demand and prices.
With voluntary reductions now over, some 2mn bpd of baseline production cuts from 2022 will continue to be in effect until the end of 2026.
Why the Market Impact May Be Limited?
But analysts suspect that, even with the official boost, the amount of extra crude that gets to international markets will be far lower. The operational and logistical difficulties posed by several producing countries are major constraints on their ability to achieve the production goals.
Russia’s energy imports are still curtailed due to both maritime security issues in critical shipping lanes and energy disturbances. For this reason, the headline production surplus figures do not necessarily mean a material increase in the number of barrels available for the world.
Focus Shifts Toward 2027 Production Strategy
The voluntary cuts are now back to normal, and it is time to turn to OPEC+’s hitting the long-term framework for production in 2027. The alliance examines the highest sustainable production level of each member country and the output quotas will be determined by this.
All countries are likely to request increases in production objectives as a result of their domestic expansion, which could allow some negotiation on market shares in the future within the group.
Analysts Expect Production Pause Later This Year
There are many energy market watchers including the largest energy research companies who think OPEC+ may hold back further production boosts in the fourth quarter of 2026. Producers might be inclined to keep supply in place, rather than adding more as slowdown in the world economy and an uncertain demand driver are the other reasons.
The next meetings, on September 6 and the Joint Ministerial Monitoring Committee on October 4, will be crucial as they will influence the next steps in the alliance’s policy-making.
What This Means for Gulf Producers?
The rollback for Gulf producers is a sign of confidence in the prevailing market conditions and it will help develop flexibility for response to the changing demand. Saudi Arabia, Kuwait, Algeria, Oman and other area producers remain key factors in global oil markets.
The continuing levels of the baseline production cuts also give OPEC+ further way to react rapidly if prices let up and demand growth for the near term tarnishes.
FAQs
What will be OPEC+ raising production by September 2026?
OPEC+ has agreed to boost oil output by 188,000 bpd, beginning September 1, 2026.
Are cut-&-keep policies for OPEC+ production space now behind?
No. Baseline production cuts, agreed in 2022, have been fully offset by the voluntary cuts of 2023 but around 2 million bpd will be kept until the end of 2026.
What could be some possible reasons behind a limited market impact from the growth in production?
The logistics, maritime security and disruptions of infrastructure remain constraining physical export additions, which may be smaller than the officially announced addition to exports.
