UAE and US sharing a landmark peaceful nuclear energy agreement

In 2008, the UAE and the US completed negotiations on a proposed text for a cooperation agreement on the peaceful use of nuclear energy, according to official media reports. The 123 agreement is lauded as the gold standard of nuclear cooperation agreements.

HE Yousef al-Otaiba, US ambassador to the UAE, said he is confident that the bilateral agreement highlights the transparency of the civilian nuclear energy programme the UAE is embarking on. The agreement helps ensure the highest standards of safety.

Stringent inspections regime on UAE’s nuclear activities

The UAE-US 123 agreement for Peaceful Civilian Nuclear Energy Cooperation entered into force in December 2009. The landmark deal enables the UAE government to receive nuclear-related information, materials and equipment from the US.

In order to make the deal successful, the UAE committed to forgo domestic uranium enrichment and reprocessing of spent fuel. The Gulf state also signed an important protocol that institutes a more stringent inspections regime on the UAE’s nuclear activities.

In May 2009, the Obama administration submitted the proposed agreement to US Congress. In October of the same year, the UAE cabinet approved the agreement. The agreement entered into force on December 17, 2009, as the governments exchanged diplomatic notes.
